You may already be aware of the National Performance Management Commission, an effort begun last year by 11 prominent public sector organizations to identify principles and practices for use by state and local governments in managing performance. The effort is modeled after the work done by the National Advisory Council on State and Local Budgeting (NACSLB) in the mid-1990s, which provides some excellent support for Budgeting For Results; if you're not familiar with their work, you can check it out here.
The National Performance Management Commission has released a a public review draft of A Performance Management Framework for State and Local Government: From Measurement and Reporting to Management and Improving, and is seeking feedback from reviewers. They're also looking for case studies that illustrate the concepts in their framework.
